Which WIN do you have ?
are all windowsupdates applied ?
boot to SafeMode (F8-Boot) and delete the file
if that’s not possible, use Vgrep & onlinescanners below (Trend & KAV) to determine the variant and find more info on removal
Maybe SPYBOT and AD-AWARE might also clean it
Please use the above board-search for more details
