I ran it through Avast, and Ad Aware, I used C Cleaner, and HiJackThis yet it still remains, WHAT CAN I DO?!?!?

Empty your recycle bin and it should be gone.

Looks like you did something wrong.

To clean a system from malware (and protect it against) follow the instructions in the malware removal section on THIS WEBSITE

If avast can detect it and gave you a warning what action did you choose, move to chest, delete, what?
What happened upon carrying out that action? - I suspect you got a permissions/protection error of some sort otherwise it wouldn’t be in the recycle bin to empty.

You could try the, schedule boot-time scan in avast’s menu (or try the ‘Schedule Boot-Time Scan’ using RejZoR’s AEC avast! External Control Tool

Download Process Explorer from here:
http://www.sysinternals.com/Utilities/ProcessExplorer.html,

and look for IE running as a subprocess to another executable:
It should look a bit like the attached picture, but with another name.

The executable can be between 50-100 K.
