Windows 11 restarts after sleep due to Avast blocking Powershell 1.0, it restarts to log Error in Event Viewer

Avast Free Antivirus Version 26.2.10802g (build 26.2.10802.970)

I been having trouble after Reinstalling Windows, retaining files/folders option - all OS system reinstalled.

The error was found checking Event Viewer to see if something happened to restart windows - can clearly see repeated Errors showing in the Windows Logs - Application - hundreds of errors, sample shown below.

So I tried running PowerShell - Search, type power and it shows PowerShell or in Apps - Windows tools (installed with windows)
Try running directly or as administrator - it opens, stays black for a second and closes - and logs a failure in event viewer.

Clearly windows has some process that runs Powershell during shutdown throwing error causing system to boot to log error.
I discovered this as I put the computer to Sleep - and it sleeps, and a second later shows blue ready to login again - will not stay in Sleep.
I literally uninstalled and reinstalled PowerShell 1.0 using Microsoft commands I found online and the problem went away. Now it’s back - no idea why, maybe a Windows update reset the condition.

WHY I think it is Avast:
If I disable Avast Firewall for 10 minutes - PowerShell 1.0 WILL START. If I disable until reboot no PowerShell errors are logged.
If I enable Avast Firewall - PowerShell 1.0 WILL NOT START and throws an error every time it is run.

I tried adding an Exception in Avast settings for PowerShell but no affect.
