I am having problems installing avast on a new server (Windows 2003 sp2) install. I have applied service pack 2 and it will not let proceed. It is telling me that it is “Your operating system does not meet the minimum requirements”

SP2 is not an issue. The problem is you’re installing avast! Professional (or even Home) - and this is not supported on server OS’s.
