Good news: I have reinstalled Avast Free Antivirus. Congratulations!
Bad news: Windows Security Center needs to be turned on. It cannot start. How can this be resolved?

This is what it should look like after you’ve installed Avast. The only thing you could change is to
allow Periodic scanning. Not something I need. Avast has my back.
