"Your computer has been blocked by The United States Department of Justice" ?

Hi. I was using my laptop this evening and suddenly a message popped up, saying " Your computer has been blocked" by The United States Department of Justice . Then it wanted $300 as fee to unblock the computer. I tried to search for solutions on google and found out this was just a fake alert. However, I failed to follow the instructions, like: Most of the guides told me to log on my windows by using safe mode, safe mode with Networking, safe mode with Command Prompt, but none of them worked. Everytime I turned my laptop on, no matter what type of mode I used. The message popped up again a few seconds later. So there really is nothing I can do to fix it, it doesn’t give me much time. Can any specialists who are available help me? Thanks in advance.

P/s: I’m using windows 7 32 bit.
