Say for instance a worm has already blocked or killed an application, then after you update your virus database which has the update for the particular worm in question, then you scan and it finds the worm and either removes it or makes it safe, my question is all the programs that it blocked or killed previously, will they all be back to normal again, or would they require to be re-installed.

Most probably, if it was a file infector, you’ll need to reinstall the programs.
But, generally, worms detected and blocked, computer clean… it won’t be necessary.
Run a full scanning with avast and other antispyware tools to be sure you’re clean.
