All your shields are turned off - And can't be turned on

I Un-installed, Used Avast Clear, Re-installed . . . Did not fix, They won’t turn on
On my laptop, it’s fine

Do you have any other 3rd party (i.e. not Windows Defender) Anti Virus or Anti Malware installed or not completely un-installed?

Windows Defender and Malwarebytes Free are installed . . . but it did not do this before, for years, same environment

Microsoft should disable Windows Defender when you install another antivirus solution (ensure it is disabled).

It isn’t advisable to have multiple antivirus/malware products running at the same time as they can cause conflict. I haven’t used MBAM in a very long time and I believe that the Free version is on-demand only, if not it should be set to on-demand usage.

To make a long story short, my conclusion is that the install is fine.

Reason: I have a Desktop and Laptop, and have installed Windows updates, Avast, and Malwarebytes free the same way . . . and Avast works fine on the Laptop

In this post are screenshots from the Laptop.

The problem is on my Desktop.

I tried installing Avast with Win Defender “Tamper Protection” and “Real-Time Protection” disabled. Initially, it looked like that worked, but then the problem came back after a Restart, and Defender re-took control.

You can see this problem under “Manage providers.”

Both my Laptop and Desktop have the same version of Windows 10.

It’s something with Windows on my Desktop that will not let Avast be the anti-virus

provider:

Avast will let me toggle the shield “on,” but they will not hold.

Have you tried to Repair Avast (I already see you did a clear then re-installation of Avast) on your new installation?

From Avast UI
Menu>Settings>Troubleshooting>
scroll down to [REPAIR APP]
click on that.

I figured out the difference:
1.) On my Desktop, after the install, I use “Restore Settings,” and apply the .avastconfig file . . . 635 KB
2.) On my Laptop, I do “Restore Settings” also, but they are different somehow, there are not as many . . . 11 KB

How did I figure this out:
1.) After a new install, the Shields worked as expected
2.) After I applied my Settings, the Shields no longer worked, as seen in the above screen shots

So next, Within Avast:
1.) I clicked “Reset to default,” but that did not fix the Shields
2.) I did a new install, and now they work as expected

How could applying my Settings file make the Shields fail?
Maybe the file is corrupt? Why don’t you get an error message?
