Yes, remediation.exe is part of Avast.Check out the properties at

C:\Program Files\AVAST Software\Avast\wsc_proxy.exe
It is ran in task manager.Every time Avast Antivirus is open. Avast Remediation is essentially a troubleshooter for Avast if things go awry. wsc_proxy is a helper tool to communicate with Windows Security Center
