Avast is blocking one web site. I entered this web site as an exception but it is still being blocked. What can I do to enable access to this site?

You haven’t given much for us to work with.
Care should be taken when an alert is given, placing an exclusion (depending on where it is set) could put your computer at risk. It is better to first investigate.
Please attach a screenshot of the Avast Alert window with the Details option selected.
