I recently upgraded my Windows 7 machine to Windows 10.
I found that Avast (Avast Pro v11.1.2245) blocked my attempts to install the Windows 10 feature for Hyper-V management.
Trying the following steps:
Control Panel–>Programs and Features–>Turn Windows features on or off
Hyper-V–>Hyper-V Management Tools
Resulted in the following error:
Windows couldn’t complete the request changes.
The function attempted to use a name that is reserved for use by another transaction.
Error code: 0x80071A90
Temporarily disabling the Avast shields allowed the install to complete without error.
+1 here, same issue. Disabling Avast shields also helped. Os is 64bit.

It requires a 64-bit system that has Second Level Address Translation (SLAT). SLAT is a feature present in the current generation of 64-bit processors by Intel and AMD. You’ll also need a 64-bit version of Windows. (from Hyper-V docs))
