Avast firewall not enabled private network in some windows 7 and windows 10

In some windows 7 and windows 10, A private network cannot be setup in the Avast firewall.
Public network only used in Avast.

In windows 10, If private network can be enable, Avast have to be uninstalled in safe mode.
however, windows 7 is not possible.

I tried to uninstall Avast firewall module, removed Avast it self but it is not possible to change to private network.

Do you know why private network change can’t be changed from public network?

Sounds like this is Managed and the Avast Business Antivirus Firewall is being controlled by either the cloud console at https://business.avast.com/ or the on-premise console.
