I carried out several experiments including complete roll-out MSE and failed.
Nevertheless, when I at last unchecked “Monitor the system for unauthorized modifications” Outpost firewall began working smoothly.

I think I have been more than polite, I have been very patient in the face of advice that could leave an avast user not well protected when you advise them to uninstall the web shield and network shield.
So as I said, I’m done wasting any more time on it.
