Avast Free Antivirus blocking a website

I am from India, State of Uttar Pradesh.

The operating system of my PC Desktop is Windows 7 SP1. Default browser is Mozilla Firefox version 44.0.1. I have Avast Free Antivirus version 11.1.2253 set for automatic update. I also have IE version 11 and Chrome version 48.0.2564.116, but both are rarely used.

I had been paying my electricity bills online, but since August 2015 I have not been able to open the requisite website http://www.uppclonline.com via any of the above three browsers even by temporarily disabling Avast Shields. Even adding this website in Exclusions, does not work. It does not work even by removing Firefox from my Windows Firewall and then adding it back again. Computers at cyber cafes have no such problem. Why and how can I open the requisite website with Avast running?

My internet connectivity is via a 3G dongle.

avast is not blocking the site.

For troubleshooting I suggest you start with this :

Firefox is corrupted, uninstall and then re-install

I have uninstalled and reinstalled Mozilla Firefox, but yet the website continues to play truant.

I can access the site with Firefox 44.0.2 (a later version than you have) and avast 11.1.2253.

Can you access the site at all or is it that you can’t log in to the site to pay your bills ?

I too have updated to FF 44.0.2, but yet cannot access the website at all.
I can access the site www.uppcl.org, but when I click “ONLINE BILL PAYMENT” on the top right hand site does not open. The site is http://www.uppclonline.com/dispatch/Portal/appmanager/uppcl/wss?_nfpb=true&_pageLabel=uppcl_static_home&pageID=ST_01

I can access the uppcl.org site also and no problems and clicking the Online Bill Payment redirects me to the second link you gave without issue.

Note on my first connection to uppclonline.com, that also redirected me to the original image that I posted.

So I’m at a loss as to what is happening to you. As you say temporarily disabling the avast shields doesn’t make any difference. So adding an exclusion is also unlikely to make any difference.

There is something else in the mix (other than avast, otherwise disabling it should have worked), but what that might be is the question.

What other security software do you have installed, antivirus, anti-malware, firewall ?
What security based add-ons do you have installed in firefox (NoScript, RequestPolicy, etc. etc.) ?

Other than Avast Free Antivirus, Malwarebyte Anti-Malware Free version, and Windows Firewall that comes with Win 7 installation, I do not have any other security software.
I do not have any add-on installed in Firefox.

How do you connect ? (wifi or wire)
What happens if you try to open the site in Opera ? ( ftp://ftp.opera.com/pub/opera/win/1218/int/ )

It is a good site - tracker ssl 100% green.

The windows firewall in windows 7 doesn’t have outbound protection enabled by default, so that shouldn’t be blocking anything. If you have enabled the outbound protection in the win7 firewall, it is rules based and you the user have to create the rules. That may be the possible problem if you have enabled outbound protection in the win7 firewall.

Given your other answers, I can’t understand why this site won’t open for you (even if you have the avast shields disabled and or an exclusion set for the site).

When you uninstalled firefox did you get rid of it all ? Or did you leave folders behind
