Avast is always scanning all my files

Hello. I have noticed recently that Avast scans my files in background (on all disks). How do I know that? Well, I used Process Hacker to monitor system resources, and noticed that some time after startup AvastSvc.exe has high disk I/O rate, and in Disk tab I saw how different Avast processes (like avastui, avastsvc, aswidagenta) had opened file handles for all disks. Is it a bug in Avast, or it is just scanning my PC or it is collecting my data for analytics and ads?

Also, after startup, I can’t access Internet before Avast enables it (about 30 s - 1 min).

OS: Windows 7 64-bit
Avast Free v. 18.3.2333

  1. No other AVs / security tools are installed.
  2. I was using Avast only, for about 7 years.
  1. Download Avast Free Antivirus: https://files.avast.com/iavs9x/avast_free_antivirus_setup_offline.exe
  2. Follow instructions: https://www.avast.com/uninstall-utility (Run this tool for all prior installed Avast versions…!!)
  3. Reinstall Avast with the downloaded installer from point 1.
  4. Reboot.

It is normal for Avast to scan any file which is created, accessed, read, written to or modified if that is what you were asking.

Nope, I am saying that at computer startup I cannot use internet before avast finishes some action (updating or smth).
