Today when i tried to open Oracle forms developer version 10.1.2.0.2 error message: " utl.dll is missing was displayed. Please try to re-install the program…". I did it several times but again same message. Then I succeeded to find this file from another PC where same oracle forms developer was installed and tried to copy it in BIN folder. The problem is that once the file is copied it is deleted and cannot be copied again. Then I decided to turn off avast antivirus - ver. 7.0.1474 and I succeeded to copy the fail and to start the application. Please let me know if someone faced similar problem before and how it can be fixed.

you could start with updating your avast version to latest version and see if that changes anything
I just had the same thing, but with Autodesk Inventor 2010 and dwfout.dll. It was all good since yesterday, but today it notified me about this missing dll upon startup. First I suspected filesystem corruption and did a checkdisk (all was fine), then I found the file in Avast chest. Restored the file, checked with virustotal (all green), reported the false positive to avast, and made an exclusion for it in avast.
However, the next time I restarted inventor, the smae thing happened - avast moved the file to the chest, despite it’s excluded. Tried this a few times and same thing.
After a reboot however, the exclusion takes effect and Inventor works all right now. This must have been caused by the last virusdef update.
Also the exclusion not being effective until a reboot seems to be a bug.
