avast locked my proxy settings

When I was using a vpn avast blocked it, ever since then I have been unable to change the windows proxy settings, whenever I try to in chrome, (chrome->settings->change proxy settings->) under the connection tab I click lan settings and whenever I change the proxy server and hit ok when I open up lan settings and its unchecked, Im almost certain that avast is the problem, I’ve checked that I have full control in the registry and have done countless searching and have found nothing. I could really use some assistance

something about a suspicious item being blocked.

ever since it blocked the application i have been unable to change any proxy settings( i can’t think of any other reason it wouldn’t work)
although i did try to go into safe mode and change and it didn’t work so I’m not really sure
