I’m running Outlook (from an Office 2000 disk) and Avast’s mail scanner takes about ten seconds to open each message.
If I turn off Avast, function is normal
Is there a setting or quick fix for this?

That may be because not only is it opening each message but also checking the contents of the file containing the email.
If this is for your inbox items it shouldn’t be used for general storage (it is the most likely folder to be corrupted or deleted) more of a pending tray where you read and action emails. Once you have done that move the to a folder more relevant to the subject or who the email is from, etc. that way your inbox is small and this could possibly speed things up also.
Well, I shoveled out the inbox, that wasn’t it.
What I don’t get is this: Why, if the messages have been scanned on the way in, does it need to do a lengthy scan when it is being opened?
Other resident scanners don’t do it this way, AFIAK

That can have an effect if the scan archived messages on open. The emails I’m sure you are aware are contained in a database file if ‘scan archived messages on open’ is checked then the act of opening the inbox or other mailbox will cause avast to scan all emails contained in that file.
Ah, I see- thank you. I hope that unchecking those two doesn’t compromise protection, but it does make it possible to use the program.

I was just about to suggest … but as always … David was there first.
Since you have now scanned your archives (absolutely overkill of avast to do it every time you open the product - what were they thinking - or rather not thinking) you are, I think, quite safe in turning it off.
The archives will also be scanned by any periodic on demand scan that you choose to run weekly or so - there is very little need to scan them every time you run Outlook.
Effectively you need only have unchecked the first option ‘scan archived messages on open’ as the other is a sub selection.
I doubt that there is any security issue as they have previously been scanned (due to the option to do so being checked) and any periodic on-demand scans as Alan mentioned; so we are just talking about scanning new emails as they come in.
