Well that’s a bit strange as the IP belongs not to a domain as such but an ISP, SOFTBANK TELECOM Corp. of Japan. IP range of 210.144.0.0 - 210.159.255.255, so it could be a customer so I can’t see how it would be just blocking what would be a dynamic IP allocation.
As you say guide1.exe is no longer there so this must be a historic database entry.
