I want to learn how to block properly connections using AIS

What is the difference between this rule

I don’t get the difference :o

I have in the second rule
Internet Out - Block - TCP/UDP - OUT
Default Rule - Block - All - In/Out

Should I have to add to properly block a connection the following?

Internet Out - Block - TCP/UDP - OUT
Default Rule - Block - All - In/Out
Internet In - Block - TCP/UDP - IN
