Cannot access internet due to possible virus

I have a neighbor who appears to have a virus of some sort in his computer. The computer was exceptionally slow and also would not connect to the internet. The person had opened a malicious forward in his e-mail and the computer immediately started acting up. I restored the computer to a previous time and the computer itself is working great now, except still no internet. If I download avast and save it on a CD, can I download the program to the infected computer and have the program work? Some programs require internet to provide mandantory updates before you can use the program.
Thanks!

You can do as you say, but it won’t resolve the internet problem. If you tell us the mode (dial-up, DSL, etc.) ISP, what message you recieve and other data we can better help.
