I added program to “Exception” and “Allow App” and Avast still blocks it unless I disable Avast shields.

What program, any error messages?

There was not any error from Avast, just from Windows stating that it could not access the program. The program name is “PasswordFox.exe”. Got it fixed by adding to “Do Not Disturb Mode”.
