CPU Utilization even when disable permanently

Even when I select disable permanently Avast continues to operate in background using up to 2% CPU. If I tell something to disable it should be disabled not continue to eat up CPU resources.

The services consuming CPU when disabled are:

avastsvc.exe
avastui.exe

Program version 17.7.2314 (build 17.7.3660.0)

Disabling shhields and such is not tthe same as shutting down avast, so yes some resources will still be used.
That is how thiings are working in Windows.
