Decoding the Google blacklist..

More secure because of the Google blacklist that works e.g. inside Fx. How is it decoded?

Not that technical, how do the users use the Google blacklist, really?

It doesn’t seem to trigger Google’s malware warnings, and neither does it bring up a phishing warning in Gmail. This is used for the Google Toolbar?
For Fx the blacklist itself is easily recognizable by the name urlclassifier2.sqlite and the extension tells what method is used to make a database of "evil"websites: sqlite.

Hmmm… what will I do with the key if I’m not writing a site?
I was expecting a blacklist to be used to prevent phishing but it’s too complicated…
