Not that technical, how do the users use the Google blacklist, really?

It doesn’t seem to trigger Google’s malware warnings, and neither does it bring up a phishing warning in Gmail. This is used for the Google Toolbar?
For Fx the blacklist itself is easily recognizable by the name urlclassifier2.sqlite and the extension tells what method is used to make a database of "evil"websites: sqlite.
