I am running Windows Vista and when I instal Avast 4.8 Home edition my Windows Mail account brings up to the following error…
Account: 'pop.ntlworld.com', Server: 'pop.ntlworld.com', Protocol: POP3, Server Response: '-ERR concurrent connections limit in avast exceeded(pass:20, processes:RPS.exe[19], WinMail.exe[1]), there is a collision with another program', Port: 110, Secure(SSL): No, Server Error: 0x800CCC90, Error Number: 0x800CCC90
If I uninstal Avast, my Windows Mail works. When I reinstal it the above message comes up again. Why is this?
Any assistance with this would be appreciated.

Were you using something like Norton or McAfee before? Looks like the residual of something else might be interfering. I run Windows Mail and Avast! 4.8 under Vista Ultimate X32 with no problems, although I much prefer Thunderbird.
This is the culprit causing the collision, RPS.exe, it is the one eating all the concurrent connections and this appears to be poking its nose into email scanning and conflicting with the avast email scanner (Internet Mail, ashMaiSv.exe).
This could either be a part of PSGuard (a rogue anti-malware program) or a Security Monitor from blueyonder belonging to PCguard advisor (note the resemblance in the application name)
So do you have PCguard advisor from Blueyonder ?
If so you will have to uninstall it as two resident AVs isn’t recommended.
If not then you could have the rogue version, PSGuard - to remove the PSGuard rogue malware program see, http://www.2-spyware.com/remove-psguard.html.
Or
If you haven’t already got this software (freeware), download, install, update and run it and report the findings (it should product a log file).
