I know that I have a virus because I can get online in safe mode but not while in regular mode. But I can’t even open Avast because I get the error in the following screen shot…

I am sorry to hear that you are currently having a problem; have you just downloaded/installed avast and then immediately got this error?
The “side-by-side” component is associated with the Vista Windows Resource Protection (WRP). You may have a corrupted the component
