Excluded directories are still being scanned

Perhaps I am making an assumption that designating a directory folder excludes everything in that folder including subfolders.
In any case, I see by the Shields Activity monitor that files are being scanned even though I marked them as exclusions.

FYI, in this case the exclusion I specified is C:\TempIE
So, by way of example, every time my router displays an update on internet traffic, the AJAX temp file created for the display is scanned.

I see the same behavior after rebooting. How can I resolve the problem?

Add the folder to the global exclusion list, nut just in the shield’s exclusion.

What exactly have you entered into the exclusion field?
