I’m trying to set up certain groups within the program with limited internet use and do a whitelist instead of a blacklist.
Is there a way to block everything and add what I want these people too be able to use to an excluded list?
I don’t think so.
if you want to have such control you better do that on your proxy server. 
it cant be done properly with avast since thats not the purpose of the software.
After playing with things I came to that same conclusion. I just wanted to verify that it wasn’t possible.
