How can I change the color of the frame in sandbox?

In sandbox options I can’t see the window of palette, only bottom and right edges:

Yes a few of us are experiencing problems with tooltips, context menu options and in some cases drop down lists.

This has been on a number of different Operating Systems, but they haven’t been able to replicate it in the labs.
