I personally only share my WIFI with people I trust and there is a difference
between knowing a person and trusting them.

I strongly agree with Bob, you never know if this person would be torrenting and such. Unless of course you know them and trust them.
*On a side note, last time my brother came over and brought his iPhone, the second he came into the house everyone’s WiFI signal was low. Those things suck WiFi dry.
Couldn’t agree more, it is the IP address assigned to the router connection that is recorded for posterity, not who happens to be piggybacking on to it.
Given the country Chris is in I would say that is even more of an issue than most western countries and I wouldn’t allow this if I had broadband even in the UK.
Not to mention any security issues of someone on your network being infected and the potential to spread throughout the network.

Along with the risks the others have mentioned, you might face problems with your ISP as I’m sure most of them, if not all, consider someone sharing your account stealing. 
I would contact your ISP to make sure. Even if they grant you permission, I still wouldn’t do it if I were you. :

The last thing I would do is contact the ISP, don’t pre-empt anything like this until you made a decision to proceed as they would probably put the squeeze on it and adversely my pay closer attention to your account in the future.
As a point, I don’t believe the ISP would be aware of someone else using the connection as all they see is the router IP and possibly a network IP and they aren’t to know who that is on your local IP address range.

Hence my suggestion.
Someone else who is using the connection is not paying for it, therefore it is a form of stealing, whether an ISP immedietely detects it or not. Along with that is what you and nmb alluded to, potential (additional) security and legal risks, depending upon what the other person uses the connection for.
It is far better not to even go in that direction!

iPhone certainly does not “suck WiFi dry”. Having an iPhone/iPod Touch connected to your network would not have any effect on your network anymore than a laptop would.

I use Hotspot Shield to evade the ISP who is restricted by the government.
I think I will kindly tell him a lie that my internet connection is slow so sharing will make it much slower. God forgive me.

I say no way, I would politely give him the phone number for him to call your provider and say hey they got terrific rates and services talk to one of their representatives.
Simply secure your WIFI with Security encryption (WEP) then the only way to access your WIFI is with the proper password.

My internet speed is around 4MB so sharing is not that problem unless he is torrenting himself to death.

It is already WEP but cracking it is not that tough nowadays. So, I change the password once in a while.

When using a WEP password please make sure it is rather long, at least 9+ characters. And is not a word/group of words (example: marryhadalittlelamb) as these are easy to crack. Be sure to use special characters such as !@#$%^&*()_+ …etc.
I know, “What? 9-10 characters? How am I going to remember that?”. Well that is easy, just write it down on a small piece of paper, then tape it on your computer case or monitor.
You should also be able to “monitor” or see any blocked attempts your routers firewall has made, by accessing the control panel. You can usually type in 192.168.1.1 into your browser bar, than enter your router login information.

And allows to share with a person you trust and adjust the bandwidth for him. For example I can give him 256 out of 1 MB
