how to update virus database for avast business antivirus pro offline?

The only way to update an off-line device (managed or unmanaged) is with a previous download of the VPS update (maybe in other on-line device) and the copy and run the file on the off-line device.

Nowadays, antivirus solutions are designed to be on-line and Avast is not an exception.

You need to be on-line to active your license on an unmanaged solution and you need that your console will be on line on a managed solution.

On a off-line enviroment you lose a lot of features, not only the VPS update, Avast CyberCapture is basic for a correct protection or file reputation.

If you have an off-line enviroment, you need, at least, one on-line device to be a Local Update Server and deliver program and VPS updates.

Correct, a license file would activate it offline. Contact your reseller to get the license file.

Regarding companies or government agencies, many are offline but allow the on-premise console access to the internet via a proxy. The on-premise console then distributes the updates to the clients who do not have internet access. While some elements still do not work like the reputation checking, this does allow the VPS, Engine and program updates to apply.
