I am trying to access the payment methods page, but it shows an error and cannot be displayed; consequently, I am unable to renew my Avast license.

Where did you previously pay for your Avast Program ?
Whilst you have posted in the Avast One for Windows you don’t say which Avast One product you purchased and from where ?
If you haven’t got a Payment Mandate to automatically renew your subscription, in theory you should be able to purchase a license from an authorised source.
