doesn’t make any difference, if you don’t have a + sign, just type 00 instead, it’s the same
when i push 00 it automatically starts beeping (fast pace of a busy signal) and it wont let me even finish the phone number.
From Wikipedia:
When calling an international number from a fixed line phone, the + must be replaced with the international call prefix chosen by the country the call is being made from. Some mobile phones allow the + to be entered directly.
If you are in the US, the + should be replaced by 011, I think.

oups yes, 00 is from the EU :D, when 011 should definitely be used from the US.
