I would be more suspicious of a IOBIT program, since the company appears
to be based in mainland China ; they are “vague” as to their “origin”. When
it comes to a defragging program, you would be a lot safer using the One
developed by antimalware Expert “RejZor” and available at his website at
www.rejzor.tk .
IOBIT company is safe. Sure they are China based company, but not everything from China is automatically bad.
SmartDefrag is actually pretty darn good. Too bad it’s often buggy and fixes take some time. Mostly under Vista, probably especially under x64 version (like most of programs have problems with it). However if it’ll work fine for you, it’s a very good defragging program with powerful features and nice and easy to use GUI.
I also don’t think there is any need to exclude SmartDefrag from avast!. I’ve been using it together with avast! like any other program and haven’t experienced any problems. So i recommend you don’t exclude anything.

As far I know, the defragmentation occur at low level and avast does not scan the files. Maybe I’m wrong.
But if avast scans, you’ll have to disable entire avast and not only ignore the defragmentation program (or folder).
