Although I'm principally interested in adware, I'm interested in other types of spyware that may improve social welfare. For example, there are already a number of automated processes that run on our computer without our asking them to. [b]In some cases, these automated processes improve our computer experience[/b], and it would be a nuisance to have to give consent to every process or software. I see some types of "spyware" as fitting this same model. Unquestionably there are some malevolent types of spyware, but other types of spyware are indistinguishable from software that improves our lives. Therefore, as with adware, I want to make sure we don't go too far in regulating spyware to the point where we deprive consumers of software they want or increase consumer (or vendor) transaction costs to the point where it becomes uneconomical to reach optimal outcomes.

I totally agree with you. A lot of people already now experience the Internet as one gigantic chain of adverts with a little bit of valuable content in between. What did they pay this man to come up with this gobbledygook. Maybe he has seen a little two much of his beloved advertising. You can see the adware fight on your screen, and the experts among themselves.
