I’ve just lost my phone in the last 4 hours. When I call it, the phone rings then goes to voice mail so it’s still turned on. When I try to send commands from my Avast account (“Locate” and “Lost” so far) I get “Command timed out” message.

Do you have a rooted install?If not it is possible a thief did a factory reset that would include anti theft, too.
But you should try to send a SMS to your phone as long it is still reachable. The correct command would be:
LOST
so if you have 1234 as pin the command would be “1234 LOST”
This activates lost procedure. Moreover it is a good idea to switch on regular location updates. Consult the doku on these SMS commands.
Over a year ago my DesireZ was stolen, too. And thanx to antitheft I was able to recover it in the Netherlands. But I had a rooted install.

And it is always a good idea to test and make yourself familiar with an anti theft app BEFORE you need it.
For example me and my wife have a direct link on our phones to log in our avast account in order to start tracking immediately.
