Every time I turn my computer on, the Avast Mail Wizard comes on the screen and stays. Can I not just set it once and forget it?
The normal behaviour actually is that it runs only once. 
Maybe you’re not logging on as a user with administrative rights, and the Mail Wizard just doesn’t have sufficient rights to remove itself from the appropriate registry key…?
Try to log on as an admin (if you can).
