Malware: Can't get rid of it!

Hello, everybody.

A few days ago, everything was OK, but now everytime I try to use graphics like ~ Above a letter, I get ~~ instead of it. Plus, Avast started to block an URL, that follows in attachment. I’ve tried almost everything I see on other topics, but nothing seem to work. Please, help me!

Alright, no more URL:Mal stuff.

But I still can’t get my keyboard to do correct ~~ (just one, and above the letter). I’ve read Bugbear might do this, but I can’t use the removal tool because I don’t have Admn rights, it says.
