Since Morphisec is included in Avast Free is this the reason why Windows 1809 is being blocked even when I trigger the update button?
I’ve been using windows 10 v1809 since 10/2/2019.
I have Avast on my system. 
Thanks Bob.That eliminates one thing.My instinct is that MS is rolling out 1809 slower than usual.I tried to install it a couple of times,even tried a clean install but it just kept freezing up on me.By the time I get it I hope the kinks are worked out.
On some systems from certain manufacturers, there have been lots of problems.
Notice of the update only means you’re in line for the update. Check every couple of days to see if it might not be your turn.

Note 1809 only hit my Win10 machine last week. It depends on whether you are an early adopter or not. I’m happy to let MS sort out bugs on new releases on others before forcing it on me.
