I’ve never heard of Chicony Electronics.
Chicony has been around for a very long time, primarily for keyboard and I have had a few of them.

It is one of the largest worldwide distributors for HP, Epson, Seiko and many other brands.
All of my keyboards, mice, speakers and monitors are Dell. My digital camera is Kodak.
A network scan on my win 10 laptop doesn’t show this.
Dell is the product brand though they probably use Chicony components inside like many other manufacturers, it’s a legitimate company so nothing to worry about.
