Norton antivirus a détecté consent.exe comme un virus et l’a mis en quarantaine. Maintenant, je peux plus ouvrir aucun fichier .exe, je peux pas ouvrir le gestionnaire des tâches, je peux rien installer, parce que j’ai pas accès à l’administrateur

Whilst there some underlying similarities, as mainly Avast Users in the forum we won’t be familiar with it’s settings.
You could try the Norton Community - https://community.norton.com/ and Norton Security | Norton Internet Security - Norton Community
EDIT: You could open the Quarantine and elect to restore it and set an Exception for it.
If it is in any way like the Avast Quarantine you should be able to sent it for analysis using the three dots … menu option.
