I just registered my avast home edition. My email client (outlook 2003), I am using a POP3 email account,
“Your incoming (POP3) e-mail server has reported an internal error. If you continue to receive this message, contact your server administrator or Internet service provider (ISP). The server responded: -ERR concurrent connections limit in avast exceeded, there is a collision with another program”
Can you show the full text of the error as it normally indicates what processes are using the connections ?
So the program that the collision is happening is normally that program using all the connections.
Have (or did) you another AV installed in this system, if so what was it and how did you get rid of it ?
This is possibly what is grabbing the connections.

Well you have found your answer, yes it was Norton, the ccSvcHst.exe is (Symantec Service Framework Executable from Symantec Corporation) Norton being owned by Symantec.
Norton is a pig to remove and even after an add remove programs uninstall it frequently leaves remnants behind.
