Outlook and other office applications disabling web links

I installed Avast first thing when I got my new computer, but I am unable to open a web link from any office program. This is especially troublesome in Outlook where I get web links all the time in e-mail. I can’t find any setting in Avast or Outlook that allows me to disable or enable web links. Since I got Office and Avast at the same time, I don’t know if this was a ‘pre-existing’ condition or if it is a result of installing Avast. Any help would be appreciated. I get the following error message whenever I click on a weblink from any office program.

“This Operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.”

Note that web links work fine from any other web page, including e-mail on the web.

thank you for any help you can offer.

This happened to me more than once, but just booting solve the problem… Sorry, I’m not an expert to help on that.
