I think it is hard coded into a file in avast, the registry key to enable/disable is:
(According to the reg file that Vlk posted to allow it back when it was removed.)

Yes, the string is built into an avast file somewhere sorry, meant to convey that in the last post.
Yeah, the message is hard coded and there’s no easy way to have it localized.
For now, we don’t plan to localize it.
