would that affect my computer?
Why wouldn’t it if it truly was a trojan, the fact that it is a tmp file is immaterial.
Files can have almost any file type .tmp, etc. but that doesn’t change what the content of the underlying file is. Considering this is related to your other topic, this really should have been posted there; as someone foolish enough (this however, depends on the precaution they have) actually did open it.
As for the effect on your computer, there is no way to say as it could be absolutely anything, from a mild case of adware to a full blown trashing of your system. That would also depend on assuming that whatever your AV, security software detected it as malware.

I’ve often dragged small .tmp files into notepad to review the contents.
As far as I know, it’s harmless, doesn’t cause the file to "run, it’s merely being viewed.
Similarly, dragging *.exe files into notepad doesn’t “run” them.

It is a generic/family name, commonly they are droppers (download stuff and drop it onto your system), which for this little tmp file in your other topic would seem a little strange. So there is no specific action that it does.
You can use your friend google for trojan.agent and you will get some idea that there is no clear description, it does this, etc.

I suddenly (Long time ago) Found A Trojan Being Downloaded into MyDocuments/Downloads and it was blocked my windows and it was blocked by windows because it says it came from another computer. and i shift deleted it , am i safe?
I don’t know what part of windows would do that, I have never had any such notification from windows of this type of thing, which is what is happening for regular browsing and downloads (as they come from other computers). So this would generally be a security application notification and not the OS.
I(f your security software doesn’t say there is/was a problem with it, then even if not deleted it shouldn’t be a massive risk as simply downloading the file isn’t enough to also run it. So deletion should be fine.
