If a program is added to the File System Shield Settings> Exclusions with the Read, Write, and Execute box checked, should I see the Systray icon rotate when I run that program? It does, but I would think that it shouldn’t since it is being excluded from the scan.

Depends on what exactly you put into the exclusions and what the program is loading - it may be loading a number of libraries, both inside and outside of its folder (and than may be scanned).
Thanks… I assume that if there was only one file than the icon would NOT spin.

OK I agree. Some are so bad that a human can only get it right less than 50% of the time. My tendency is to avoid those sites.
