When I try to submit tickets, it says the page doesn’t exist.
So here is my issue, AVAST. I live in South Korea. My Avast subscription was renewed October 12. You charged me $4.00 tax even though I don’t live in the United States. I’m not willing to post my e-mail address and order number, although I’m sure you can check your records. You have my name and the date you renewed my product.
Please issue me a refund for the $4.00 tax that you charged me.
Thanks for replying. Actually, I did try that, and I still get the same thing when I click on “submit a ticket” – page doesn’t exist. The phone numbers are useless as well since refund requests are not dealt with through these numbers.

Where a foreign business operator supplies any electronic service (“e-service”) to the Republic of Korea (“Korea”), the e-services are deemed to be supplied within Korea. Therefore, the foreign supplier shall file and pay Value Added Tax on the e-service providing from July 1, 2015.

It mostly depends on the country and what treaties it has with countries/companies.
e.g. :
If I order something in the US and the value is below 30 USD (not sure about the exact value), I don’t have to pay VAT.
If the value is about the 30 USD I do have to pay VAT.
If I order the exact same product in Vietnam, I do not have to pay VAT at all.
Many different laws/rules for exact the same situation.
Very confusing for the average customer.

Yes, I recall that Korea taxes for imported goods valued at $100 and above, so I will have to check. And I was under the impression that the Avast tax is a state tax.
