I have AIS installed on three machines,two laptops and a desktop as per the three installation deal.
I am disposing of the desktop and buying another laptop,how do I install Avast on the new laptop as presumably it thinks the three installs have already occurred ??

Uninstall from the desktop you are disposing of, then install AIS on your new laptop and insert the license file. Uninstalling from the old one is necessary as with a 3 machine license if more than 3 machines are connecting to get updates, the servers will notice this and invalidate the license.
