Transient Caching on managed system?

Hi,
I’m a normal user on a recently installed small business managed network. I’m not the admin, although I work with him and currently am in a group on the management console with passwords disabled.

I seem to be having issues with the transient cache, it appears as if it’s being reset everytime the client syncs with the server.

For instance, I run a program and it gets scanned, no problem found, I click continue as normal.
I run the program a few more times quickly, no scan, it’s clearly added to cache.

A few minutes later however (1-5?) on starting the same application, it gets scanned all over again.

This same behaviour seems to happen with any application I’ve tried that’s getting scanned because of low prevalence.
I’ve tried monitoring the application with procmon and can’t see any other service or similar touching or modifying the file in between the runs, and its modification date hasn’t changed.

In a similar fashion, if I add the same application to the exclude list on filesystem shield settings I can run it with no scan, but a similar-feeling few minutes later, the exclude list gets reset (from the server?) and my added application is gone.

Is this a known behaviour, or can you suggest anything to help diagnose the transient caching issue?
For now I’ve just got a couple of my most common applications added to the exclude list in the group settings on the server, but this is a fairly roundabout way which would be better handled by the cache.

I know the exclusions must be put in the console (and you can use global exclusions in version 8). I do not know about the transient caching issue when managed, so I am as interested as you are.
