It is in mine also and it has a created/modified date is today with a digital signature 11 July 2007.
Vlk in another post has said there was a VPS scanner engine update that came down the pipe today in one of the VPS updates 0760-1 I think correcting a problem. No program updates.
David, I’m still on VPS 0759-1 from 24.07 so it can’t have come in here today.
The created/modified timestamp gets renewed after PC restart for this file.
The ‘funny’ thing is that this file is localized in my own language, not English as the other Avast-files. :o

Note I thought that this is a fix, so at some point it will have arrived, so the creation/modified date should tell you that. It would obviously be sometime after the digital signing date.
I don’t know for sure if this file is directly related to the change in VPS scanning, I’m just reporting finding it and what details are on mine.
If first appeared in my system with the beta release 4.7.979 which was released to production as 4.7.981 in the first week of April 2007.
Besides Exts0.dll we have clnr0.dll…
But these files are there quite long time. They’re not from the beta. Maybe older than 4.7.1001 version either like Alanrf said.
